The Kena Peninsula Borough operates a variety of solid waste collection and management facilities. Click on a location below to learn more about the locations hours and rules.
NOTE:Sunday Closures
In 2016 the Kenai Peninsula Borough began closing Sundays from Octoberthrough April each year as a cost savings measure. The sites affected are:
- Homer, Seward, Kenai, Nikiski, and Sterling Transfer Facilities
- Kasilof Transfer Site
In 2023 the KPB Mayor & Assembly decided to re-open CPL on Sundays. All other sites remain closed.

Landfills
The Kenai Peninsula Borough staffs and operates a regional landfill on a regular schedule with controlled access. Landfills take the widest variety of waste materials of all the waste facility types within the KPB, as well as receive all the materials transferred from other solid waste locations. Not all materials are managed in the same way, and it is important to properly handle and segregate them for disposal in accordance with state and federal regulations.
Landfills feature engineered lined cells with environmental protections, a designated construction and demolition (C/D) area, metals and recycling collection, a brush pile, a dedicated asbestos cell, and a public tipping floor for municipal solid waste. - MUST BE COMPLETELY COOLED prior to disposal.
Batteries
Dispose in labeled bins in Baler Building area.
REMOVAL OF BATTERIES IS PROHIBITED.
- Household (alkaline, lithium, nickel cadmium, etc.) - all sizes accepted.
- Marine and vehicle batteries limited to 10 per year, per source.
- No large industrial batteries (forklift, etc.) accepted.
- No contaminated, leaking, or damaged batteries accepted.
Construction/Demolition Debris (C/D)
Dispose in C/D Cell.
NO HOUSEHOLD OR FOOD WASTE IN C/D CELL.

Fish Nets

Fluorescent Bulbs & Ballasts
Dispose PCB containing ballasts and/or large quantities of bulbs through the Hazardous Waste Program.

- LIMIT 25 TOTAL MONTH, PER SOURCE (personal/business).
- DO NOT tape or otherwise bind bulbs together.

Grass Clippings & Leaves
- Small quantities Dispose in labeled bin in Baler Building area.
- Large quantities Dispose in the Compost section of the Brush Pile. NO BAGS or TRASH.
Household Waste
Dispose in Baler Building through bay doors.
If bay doors are closed, open using the buttons to the left of the door.
Includes: general household/kitchen/office waste, biodegradable materials, electronics, food.
Kitchen Grease
All grease MUST BE in sealed, leak proof containers. Limit 25 gallons/day (or 5 5-gallon containers)
- SOLID grease is dispose in labeled bin in Baler Building area.
- LIQUID grease is disposed in the Multi-Purpose Building.
Metals
Dispose in the Metals Pile near C/D Cell.
MUST BE cleaned out of residual material where applicable.
- Appliances (stoves, washers/dryers, etc.)
- Compressed gas cylinders (MUST BE free of contents and valves removed)
- Misc Metals: Auto parts, Chain, Drums (empty), Scrap metal, Steel
- Tanks (500 gallon tanks must have one end cut out or an opening adequate for inspection prior to disposal. Larger tanks must be cut into 10’ lengths or less)
- Vehicles/Trailers/Campers (See ‘Vehicles’ below for details)
Recycling
Dispose in labeled bins in Baler Building and Recycling areas.

Vehicles
PREFERRABLY TAKE THEM TO A METALS RECYCLING BUSINESS. Dispose in the Metals Pile near C/D Cell.

- A KPB provided checklist and disposal form MUST BE filled out and accompany the vehicle at the time of disposal.
- All liquids, hazardous materials (including antifreeze, asbestos, brake fluid, CFC’s, gas, mercury switches, oil, etc.) and loose trash MUST BE removed prior to being brought to the facility for disposal.
Wood/Land Clearing Debris
- MUST BE clean and free of trash, bags, dirt, building lumber, nails, etc.
- NO STUMPS
- NO CUTTING permitted on solid waste facility property.
- NO SMOKING allowed near brush piles.
- Logs MUST BE cut 4’ or less in length regardless of diameter.

Fees:
Residential customers are only charged for vehicles/boats/trailers, kitchen grease and asbestos.
The Central Peninsula Landfill has commercial disposer scales and charges fees to commercial vehicles for specific waste items based on tonnage. All vehicles – both residential and commercial - are weighed on the inbound and outbound scales for waste tracking and reporting purposes.
Fees apply to Hazardous Waste Management for commercial businesses, households are free. See the Fee Schedule for more information.
Restrictions:
- Asbestos is ONLY accepted by appointment at the CPL with KPB authorization.
- Dirt/Soil is NOT ACCEPTED but may be issued a KPB Special Waste permit for disposal on a case-by-case basis at the CPL.
- Hazardous Waste is ONLY accepted on designated collection days, NO exceptions.(Includes: Acid, Aerosols, Antifreeze/Auto Fluids, Bleach, Gas, Mixed Oil, Paint & Thinner, Poison, etc.)
- Special Waste disposal requires KPB authorization per the KPB Special Waste Disposal Policy.
The KPB and its contractors reserve the right to refuse waste based on volume, size, content, or improper identification or segregation and may limit acceptance of any item based on capacity or ability to handle the waste. Mixed loads resulting in difficulty offloading or sorting may be subject to charge and/or rejection.
Transfer Facilities
Transfer Facilities are staffed and developed waste management facilities that feature more disposal options than smaller transfer sites but are more limited than a full landfill. These facilities provide a clean, organized environment with controlled access and set business hours. Each location features an attendant building, designated areas for household waste, inert waste, recycling, and used oil disposal, as well as trailer bays and improved lighting for safe and efficient service. The Homer transfer facility has one commercial disposer scale which is located on a separate access road from that of public access. Currently, scale charges based on tonnage for specific waste items are limited to commercial vehicles with a Solid Waste Charge Account. Commercial vehicles without an account are charged by volume. Commercial jobs have a 250 cubic yard limit per job.
Fees apply to Hazardous Waste Management for commercial businesses; households are free. See the Fee Schedule for more information.

Transfer Sites
Transfer Sites are small, no-frills, unstaffed waste disposal facilities located throughout the KPB in select communities. Transfer Sites offer residents a convenient place to dispose of regular household waste. These locations typically consist of several large drive-up dumpsters that are periodically hauled away and emptied by a contractor. These locations only allow regular household waste – no construction/demolition waste, tires, metals, furniture or appliances, and no contractor dumping.
