Learn About Service Areas

Service areas are guided by an appointed or elected board. These community representatives oversee elective services in the area, as well as serving in an advisory role to the mayor and the assembly.

Overview

As a Second Class Borough, the Kenai Peninsula Borough (KPB) has limited governing powers outlined in Alaska Statute 29.25.010 and 29.35.210.

KPB residents can opt to establish additional powers through the formation of a "Service Area", following the provisions outlined in Alaska Statute 29.35.490

To date, the voters of the Kenai Peninsula Borough have established fifteen service areas, comprised of eight Fire & EMS service areas, two hospital service areas, one flood planning and mitigation service area, two recreation service areas, one senior center service area, and lastly the area-wide Road Service Area.

Borough service areas can also be abolished or modified by citizen action. The Lowell Point Emergency Service area was abolished in 2011 via KPB Ordinance 2011-27, and the Anchor Point Fire & Emergency Service Area was expanded and renamed to the Western Emergency Service Area in 2021 via KPB Ordinance 2020-31.
