Leadership & Governance
The Kenai Peninsula Borough was incorporated in 1964 as a second-class borough. The Borough operates under a Mayor / Assembly form of governance, with the Mayor acting as administrative authority of KPB operations and the Assembly as the legislative authority. In short, the Mayor is KPB's CEO and the Assembly establishes local laws or statutes.
The Assembly and Mayor are elected on a non-partisan basis. Assembly members serve three-year staggered terms with three of 9 district members elected each year. The Mayor is elected by the whole borough and serves a three-year term.
