Solid Waste Disposal Guidance
The following is a list of the most questioned materials but is not an exhaustive list of all wastes. Please contact the KPB Solid Waste Department for more information or you need assistance disposing of a waste not listed below.
Definitions: CPL = Central Peninsula Landfill in Soldotna; HTF = Homer Monofill/Transfer Facility; STF = Seward Monofill/Transfer Facility; C&D = Construction & Demolition (or inert) waste; TF’s = Kenai, Nikiski, Sterling Transfer Facilities; TS’s = Anchor Point, Cooper Landing, Crown Point, Funny River, Hope, Kasilof, McNeil Canyon, and Ninilchik Transfer Sites
Aerosol Cans
Empty containers with no residual pressure may be disposed in the Household Waste. Containers with pressure or residual hazardous liquid (pesticides, solvents, paint, etc.) must be disposed through the KPB’s hazardous waste collection program.
Ammunitions & Explosives
These materials are NOT accepted for disposal at KPB solid waste facilities. Ammunitions may be disposed through a gun club/shooting range or ammunitions distributor.
Animal Carcasses
Carcasses are ONLY accepted at CPL, HTF, and STF. NOTIFY ATTENDANT upon arrival to get disposal guidance. Small carcasses should be double-bagged with the top tied. Large carcasses do not need to be bagged
Animal Manure
NOTIFY ATTENDANT upon arrival. Must be free of liquids. Small quantities must be double-bagged and securely tied. Large quantities of animal manure are only accepted in the lined cell at CPL. NOTIFY ATTENDANT for disposal instruction. Animal manure may be mixed with straw or hay but must be clean and free of trash, bags, etc.
Antifreeze
Antifreeze (alone or mixed with any other substances) must be disposed through the KPB’s hazardous waste collection program.
Appliances
Appliances may ONLY be disposed at CPL, HTF and STF; appliances may not be disposed at transfer sites. NOTIFY attendant when disposing of an appliance. There is a limit of 5 appliances per year, per source (person/business). Appliances with Cooling Elements (such as air conditioners, freezers, refrigerators, water coolers, vending machines, ice makers and dehumidifiers) must be placed upright and emptied of contents. Household appliances with cooling elements must be disposed in designated areas so refrigerants can be removed. Commercial appliances with cooling elements must have refrigerants removed prior to disposal. All commercial appliances with cooling elements must be accompanied by: 1) a completed and signed “KPB Appliance Refrigerant Removal Verification Statement” verifying that the refrigerant was properly removed prior to disposal, OR 2) a sticker consisting of a signed statement that includes the name and address of the person who recovered the refrigerant and the date the refrigerant was recovered. Stickers that do not contain all of the required information DO NOT satisfy this requirement. Dishwashers may be disposed in the C&D cell at CPL or in the monofills at HTF and STF. Stoves/Ovens/Ranges may be disposed in the metals piles at CPL, HTF and STF. Washers and Dryers may be disposed in the metals piles at CPL, HTF and STF.
Asbestos Containing Material (ACM)
ACM is accepted (SEE Demolition Waste Disposal policy for detailed instructions) by appointment ONLY at CPL on Monday through Friday before 2:00 pm; call CPL at least 24 hours prior to disposal to schedule an appointment. A properly completed waste shipment manifest must accompany each load. The current disposal fee for ACM is $200 per ton (including the weight of the container, 1 ton minimum) and is subject to change. Friable ACM (regulated ACM or RACM) must be packaged in leak-tight containers or bags, with proper warnings and labels, and must be transported in accordance with state and federal regulations. Non-friable ACM (non-regulated ACM or non-RACM) that has not been damaged does not require special packaging.
Ash
Burn barrel ash must be completely cooled prior to disposal. Notify attendant when disposing of ash. Place in designated area, as directed by attendant. Incinerator ash is considered special waste. Refer to the KPB Special Waste Disposal Policy.
Asphalt
Solidified asphalt is generally considered construction & demolition (C&D) debris and may be disposed in the C&D cell at CPL or in the monofills at HTF and STF. Liquid asphalt is NOT ACCEPTED for disposal at KPB solid waste facilities. Asphalt roofing material may be disposed in the C&D cell at CPL or in the monofills at HTF and STF as long as it contains NO ASBESTOS. If the roofing material contains asbestos, refer to disposal guidance for Asbestos Containing Material.
ATV/UTV/Snow Machine
ATV/UTV/Snow machines (Vehicles) are preferably disposed through a scrap metal recycler. Vehicles are ONLY accepted at CPL HTF and STF. PRIOR to arrival on site, ALL vehicles must have the battery, trash, loose materials and all liquids and hazardous materials (including oils, antifreeze, asbestos, fuel, brake fluid, mercury switches, etc.) removed. REFER TO “KPB Vehicle Disposal Checklist & Guidelines” for additional details and a complete list of requirements. A completed checklist and disposal form MUST accompany the vehicle at the time of disposal. Disposal is limited to 5 vehicles per year, per source (person/business). Subject to KPB approval, towing companies may be exempt from the disposal limit.
Batteries
Household/Common Batteries (alkaline, lithium, nickel cadmium, etc.) disposed by households are to be placed in designated containers at CPL, HTF, STF as well as the Kenai, Nikiski, and Sterling transfer facilities. The KPB manages household batteries through the hazardous waste collection program.
Small businesses/generators must dispose of batteries through the KPB’s hazardous waste collection program.
Large businesses/generators must handle batteries as universal waste or hazardous waste.
Vehicle/Equipment Batteries (lead-acid) are to be placed in designated plastic totes at the CPL, HTF, and STF.
Each source (person/business) is limited to 10 batteries per year. Large commercial batteries (forklift, etc.) are not accepted.
Cell Phone Batteries (NiCad) are PREFERABLY disposed of though cell phone suppliers. Alternatively, they may be placed in designated household battery containers at the CPL, HTF, STF as well as the Kenai, Nikiski, and Sterling transfer facilities. Alternatively, check with cell phone suppliers as they may accept spent batteries.
Boats
Are accepted ONLY at CPL, HTF, and STF but are PREFERABLY disposed through a scrap metal recycler if applicable. REFER to “KPB Vehicle Disposal Guidelines and disposal instructions” for vehicles (in this page).
NOTIFY the Facility Manager PRIOR to disposal of boats 20 feet or longer in length. Ensure bilge is completely drained. Boats 20 feet or longer in length must be cut into manageable size pieces (lengths of 10 feet or less) PRIOR to arrival on site. Cutting is not permitted on KPB solid waste facility property.
Bottom paint from commercial vessels must be below the acceptance limits for lead, copper and tin outlined in the “KPB Special Waste Disposal Policy”. Bottom paint above the acceptance criteria must be removed PRIOR to disposal.
Bulbs, Lamps and Ballasts
Fluorescent and high intensity discharge (HID) bulbs may be disposed by households and small businesses in the Multi-Purpose building at CPL and at HTF. There is a limit of 25 bulbs per month, per source (person/business). DO NOT tape or otherwise bind bulbs together. Larger quantities (and bulbs to be discarded at STF) may be disposed through the hazardous waste collection program.
Green-tipped fluorescent bulbs may be disposed with trash as long as the generator has determined that the bulbs do not exhibit a hazardous waste characteristic (either by testing or applying generator knowledge).
Otherwise, green-tipped bulbs should be managed like regular fluorescent bulbs (as described above).
LED bulbs generated by households may be disposed with their trash. Small businesses/generators must dispose of LED bulbs through the KPB’s hazardous waste collection program. Large businesses/generators must handle LED bulbs as universal waste, hazardous waste or special waste (refer to KPB Special Waste Disposal Policy).
Light Ballasts may contain PCBs. Unless a ballast is labelled as “non-PCB containing”, the ballast is assumed to contain PCBs and is not accepted for disposal at KPB solid waste facilities. PCB-containing ballasts must be disposed through the KPB’s hazardous waste collection program.
Compressed Gas Cylinders
Cylinders must be empty. All pressure must be released, and valve(s) must be removed. If the cylinder does not meet these criteria, contact a compressed gas cylinder distributor for information on proper management.
Construction/Demolition (C&D) Debris/Waste
C&D waste may be deposited directly into the C&D cell at CPL, HTF, or STF. Small quantities of C&D waste may be placed in the bulky bins at the Kenai, Nikiski and Sterling transfer facilities.
Contaminated Soil
Refer to the “KPB Special Waste Disposal Policy”. The KPB must review and issue approval prior to disposal of any contaminated soils.
Creosote Covered Materials

Demolition Waste (including from buildings/structures/mobile homes/trailers/etc.)
Accepted ONLY at the CPL, HTF, and STF. REFER TO the “KPB Demolition Waste Disposal Policy” for disposal guidance and rules BEFORE disposal. Prior to disposing of demolition waste that is 20 feet or longer in length, NOTIFY facility manager.
Drums/Containers
Drums/containers need to be empty and crushed or have one end cut out so they can be inspected to assure they contain no residual material.
E-Cigarettes/Vape Devices/Nicotine Liquids
E-cigarettes and vape devices contain batteries and nicotine liquids (i.e. vape juice, e-juice, e-liquids, etc.), which are both hazardous.
Residential Households: E-cigarettes and vape devices generated by households that contain no nicotine liquids may be disposed in the designated battery containers at landfills and transfer facilities. E-cigarettes and vaping devices generated by households that contain (or potentially contain) nicotine liquids must
be disposed through the KPB’s hazardous waste collection program.
Small businesses/generators: E-cigarettes and vaping devices generated by small businesses/generators must be disposed through the KPB’s hazardous waste collection program.
Large business/generators: E-cigarettes and vaping devices generated by large businesses/generators are prohibited from being disposed at KPB solid waste facilities and must be disposed through a qualified hazardous waste disposal company.
E-cigarettes and vaping devices are also accepted for disposal through drug take-back programs if the batteries are removed. Electronics
Electronics may contain heavy metals and other hazardous materials.
Households and small businesses may dispose of electronics with their trash, but the KPB ENCOURAGES the recycling of electronics through electronics recycling events, which are typically held each spring.
Large businesses are PROHIBITED from disposing of electronics at any KPB solid waste facility, but they may dispose of their electronics through an electronics recycling event.
Exit Signs
Exit signs may contain small amounts of radioactive material. Disposal of radioactive materials is PROHIBITED at KPB facilities. Please contact the manufacturer for proper handling and disposal.
Fire Extinguisher
All pressure must be released and the unit must be checked to verify that the contents have been removed. Valve removal is preferred.
Fire Extinguisher Agent
Refer to the “KPB Special Waste Disposal Policy”. The KPB must review and issue approval prior to disposal of any fire extinguisher agent. Please note that perfluorinated compounds, including perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), are NOT ACCEPTED for disposal at KPB solid waste facilities.
Fish Nets
CPL: Fish nets are collected at CPL in a bin by the Baler building or directly deposited in the C&D cell when the bin is unavailable.
HTF and STF: Fish nets are directly deposited in the C&D cell. SEE ATTENDANT for specific disposal instructions.
Fish Waste
Residential fish waste must be double-bagged with the top tied. Residents are limited to 2 bags of fish waste per day. Fish waste may be placed in the fish waste bin or through the bay doors at CPL, on the tipping floor at HTF and STF, or in the cans at the transfer stations and facilities.
Commercial fish waste is only accepted at CPL and is limited to 2,000 lbs per week. The waste must be free of liquids.
Flares
Flares are NOT ACCEPTED for disposal at KPB solid waste facilities.
Flares, Aerial/Marine may be directly disposed through a hazardous waste contractor.
Flares, Non-Aerial must be disposed through the KPB’s hazardous waste collection program.
Fuel Filters
Fuel filters may be disposed with Household Trash as long as they are completely drained and empty.
Grass Clippings and Leaves
CPL: Grass clippings and leaves may be deposited in the grass clippings and leaves bin or the grass clippings and leaves pile. Grass clippings and leaves must be clean and free of trash, bags, dirt, etc.
HTF and STF: Grass clippings and leaves may be deposited on the tipping floor. Grass clippings and leaves must be bagged and tied.
Hazardous Waste
Hazardous waste (such antifreeze, paint, oily waste, etc.) must be disposed through the hazardous waste program.
Household Solid Waste
Wastes generated from households except hazardous waste are generally acceptable for disposal at all KPB solid waste facilities. Household waste is deposited through the bay doors at CPL, on the tipping floor at HTF and STF, or in the cans at the transfer stations and facilities.
Kitchen Grease
All grease must be in sealed in leak-proof containers with no larger than (5) five-gallon capacity. Disposers are limited to no more than one (1) (5) five-gallon container/day. Larger quantities are discouraged and require approval by the landfill/facility manager.
SOLID ONLY grease may be disposed in the bin by the Baler building at CPL and near the transfer buildings at HTF and STF.
LIQUID grease is placed in the Multi-Purpose building at CPL and near the transfer buildings at HTF and STF.
Liquid Waste
Liquid waste is any material that does not pass the EPA’s Paint Filter Test (EPA Method 9095). Liquid wastes are NOT ACCEPTED for disposal at KPB solid waste facilities.
Liner
Refer to the “KPB Special Waste Disposal Policy”. The KPB must review and issue approval prior to disposal of any liner. Liner must be cut into manageable pieces and free of liquids, debris, and staining.
Marijuana Waste
Refer to the “KPB Special Waste Disposal Policy”. The KPB must review and issue approval prior to disposal of any marijuana waste. Marijuana waste must be mixed with at least an equal amount of non-compostable material such as paper, cardboard or plastic. Marijuana waste that has been processed with solvent must be disposed through a hazardous waste contractor.
Medical Waste
Medical Facility: Medical waste generated at a medical facility (such as a hospital or clinic) is not accepted at KPB solid waste facilities. This type of medical waste must be properly treated prior to disposal, as required by state regulation.
Household Waste: Medical waste generated at home (including pet care medical waste) is preferably disposed via your medical/veterinarian provider, clinic or a medical waste disposal company. However, if these options are not available, dispose as follows:
Pressurized containers (such as inhalers) must have all of the pressure removed prior to disposal.
Sharps (used and unused) must be placed in a sturdy, puncture-resistant, leak proof container with a sealing lid (like a one-liter soda bottle, laundry detergent jug or kitty litter container). The bottle must be labelled as medical waste (for example: “SHARPS: DO NOT OPEN!”), sealed tightly, and taped closed for added safety prior to disposal with trash.
Potentially infectious waste should not be discarded with trash. These wastes should be placed in leak proof plastic containers with a sealing lid and should be properly incinerated or treated by a qualified medical waste treatment facility.
Pharmaceuticals and medications are preferably disposed by returning them to a hospital/clinic/pharmacy or through prescription drug take-back programs. The next best option is to remove the labels/identifiers, place in a container, mix with an ‘undesirable substance’ (i.e. kitty litter, coffee grounds, sawdust, etc.), and dispose in trash. Flushing down the toilet is NOT RECOMENDED, since medications may pollute surface or ground water. Medications containing radioactive contents are STRICTLY PROHIBITED from disposal at all KPB solid waste facilities.
Mobile Homes/Motor Homes/Recreational Vehicles (RVs)
Manufactured 1980 to Present: For disposal of a mobile home/motor home/RV/Snow Machine/ATV/UTV manufactured in 1980 or more recent, REFER TO the “KPB Vehicle Disposal Checklist & Guidelines”. A completed checklist and disposal form must accompany the mobile home/motor home/RV at the time of disposal. IN ADDITION to the “KPB Vehicle Disposal Checklist & Guidelines”, the mobile home/motor home/RV MUST BE FREE OF: other liquids/fluids (including but not limited to water, sewage, etc.), appliances, hazardous wastes, trash, and loose materials. Information regarding the disposal of these items is provided throughout this guidance document. Mobile homes/motor homes/RVs may only be disposed in the C&D cell at CPL or in the Homer or Seward Monofills. Mobile homes/motor homes/RVs may be taken to CPL whole and fully intact, however they must be cut into 10-ft lengths prior to arriving onsite for disposal at Homer and Seward Monofills due to site equipment limitations. Disposal is limited to 5 vehicles (including mobile homes/motor homes/RVs) per year, per source (person/business). Subject to KPB approval, towing companies may be exempt from the disposal limit. Notify the facility manager at least 24 hours before hauling a mobile home/motor home/RV that is 30 feet or longer to the facility.
Manufactured Prior to 1980: For disposal of a mobile home/motor home/RV manufactured prior to 1980, follow all of the requirements above for a mobile home/motor home/RV/Snow Machine/ATV/UTV manufactured in 1980 to Present AND, REFER TO the “KPB Demolition Waste Disposal Policy” for additional
requirements.
Metals (Scrap Metal)
Accepted ONLY at the CPL, HTF, and STF, but PREFERABLY disposed of at a Scrap Metals Recycler.
Neon Signs
Please contact the manufacturer for proper handling and disposal. Older lights may contain PCBs within the transformer. KPB facilities CAN NOT accept PCB wastes.
Paint
Empty paint cans may be disposed with trash.
Oil-based paint must be disposed through the KPB’s hazardous waste collection program.
Water-based paint that is liquid must be disposed through the KPB’s hazardous waste collection program.
Solidified water-based paint may be disposed with trash.

Printers and Toner Cartridges
Printer and toner cartridges contain heavy metals and are NOT ACCEPTED for disposal at any KPB solid waste facility. Printers may be disposed through an electronics recycling event. Cartridges may be recycled through the cartridge manufacturers and through many of the retail stores that sell office supplies.
Propane Cylinders and Tanks
Propane cylinders/canisters (1-lb or less, camp stove sized) may be disposed with trash as long as they are completely empty.
Propane tanks/bottles/cylinders (larger than 1-lb, including tanks for propane grills) MUST be empty. All pressure must be released, and valve(s) MUST be removed.
Radioactive Waste
Radioactive wastes are NOT ACCEPTED for disposal at KPB solid waste facilities, and there are no Nuclear Regulatory Commission (NRC) radiological waste permitted facilities in the State of Alaska. Contact ADEC’s State Radiological Liaison Officer for disposal options.
Railroad Ties

Recyclables
CPL and TF’s collect aluminum for recycling and glass to reuse on site at CPL. HTF and STF accept aluminum, cardboard, mixed paper, plastics (twist-top PETE #1 containers and HDPE #2 only), glass and tin cans.
Sewage Waste
Sewage, including from ‘dry toilets’, is NOT PERMITTED for disposal in any KPB solid waste facility.
Smoke Alarms/Detectors
Some smoke alarms/detectors may contain small amounts of radioactive material. Households may dispose of smoke alarms/detectors with their trash, but disposal through the manufacturer is recommended.
Businesses must return smoke alarms/detectors to the manufacturer or ship them out of state for proper disposal.
Snow Machine

Soil
Soil is generally not accepted at any KPB facility, but there are acceptations with prior approval.
Clean Soil: May be approved for disposal at KPB solid waste facilities on a case-by-case basis. Please contact the KPB Solid Waste Department at 907-262-9667.
Contaminated Soil: Refer to the “KPB Special Waste Disposal Policy” for guidance relating to disposal of contaminated soils.
Special/Industrial Waste
Refer to “KPB Special Waste Disposal Policy” for the disposal of Special/Industrial Wastes.
Tanks
Tanks are accepted ONLY at CPL, HTF, and STF. Tanks MUST be cleaned out of residual material.
Tanks under 500 gallons must have one end cut out or an opening adequate so the interior can be inspected prior to disposal.
Tanks 500 gallons or larger need to be crushed or cut into manageable size pieces (lengths of 10 feet or less) PRIOR TO ARRIVAL on site; cutting is not permitted on KPB solid waste facility property.
Tires
Tires may be disposed in the C&D cell at CPL, HTF, or STF.
Totes
Totes must be cleaned out of residual material.
Trailers
Flatbed and Utility trailers: Flatbed and Utility trailers are PREFERABLY disposed through a scrap metal recycler, and are accepted at the CPL, HTF, and STF.
Camper style trailers: REFER TO “Mobile Homes/Motor Homes/Recreational Vehicles (RVs)” for guidance on how to prepare trailer for disposal (pre-1980 construction and post-1980 construction). Camper-style trailers may only be disposed in the C&D cell at CPL, HTF, or STF. NOTIFY the facility manager at least 24 hours before hauling a trailer that is 30 feet or longer to the facility.
Used Oil
Uncontaminated used oil may be disposed at designated facilities. There is a limit of 10 gallons per day, 25 gallons per month, per source (person/business). Oil mixed with other substances (water, fuel, solvent, etc.) must be disposed through the hazardous waste collection program.
Used Oil Containers
Used oil container may be disposed with household trash as long as they are completely drained and empty.
Used Oil Filters
Used oil filters may be disposed with trash as long as they are completely drained and empty.
Utility Poles and Railroad Ties
Residential disposers may dispose of Utility Poles (Power Poles) and Railroad Ties at the CPL, HTF, and STF upon NOTIFICATION of Facility Manager. Residents are STRONGLY ENCOURAGED to look for alternative means of disposal such as donation of Utility Poles and Railroad Ties to other Residents.
Commercial disposers may dispose of Utility Poles (Power Poles) and Railroad Ties at the CPL, HTF, and STF through the Special Waste Disposal application process (Refer to KPB Special Waste Disposal Policy).
Location of approved disposal may not include HTF or STF depending upon laboratory results.
UTV

Vehicles
Vehicles are preferably disposed through a scrap metal recycler. Vehicles are ONLY accepted at CPL and STF. PRIOR to arrival on site, ALL vehicles must have the battery, trash, loose materials and all liquids and hazardous materials (including oils, antifreeze, asbestos, fuel, brake fluid, mercury switches, etc.) removed.

Wood/Brush/Land Clearing Debris
Wood/Brush/Land Clearing Debris may be deposited in the designated brush piles at CPL, HTF and STF by both the public and businesses. KPB facilities DO NOT accept stumps. PRIOR to arrival on site, wood/brush/land clearing debris must be cut less than 4-feet in length. Cutting is not permitted on KPB
solid waste facility property. NO SMOKING is allowed near brush piles. Wood/brush/land clearing debris MUST be clean and free of trash, bags, dirt, building lumber, nails, etc.
