Dispose empty containers in trash.  Cans with residual hazardous liquid  (pesticides, solvents, paint) must be disposed through the Boroughs hazardous waste disposal program.

ANIMAL AND FISH WASTE
Individual Animal Carcasses can be disposed of at the Landfills only.  Notify landfill attendant/operator so carcasses can be buried immediately after disposal.

Animal Manure, Fish and Seafood Waste - Commercial generators are limited to disposal of 1,000 pounds per week at the landfill only.  Disposal at transfer facilities and sites is limited to 2 trash bags per day and must be double bagged and tied off.

ANTIFREEZE
Must be disposed through the Boroughs hazardous waste program.
 
APPLIANCES
Homeowners can dispose of appliances in designated areas at the landfill.  No refrigerators or freezers are accepted at transfer facilities.

Commercial units must have refrigerants removed prior to disposal.  Commercial disposers must dispose of appliances at the CPL and will be charged $20 per unit for each appliance containing refrigerants. 
 
ASBESTOS CONTAINING MATERIAL (ACM)
ACM is accepted by appointment only at the CPL on Monday through Friday before 2:00 PM.  Disposal fee is $200.00 per ton (10 cents per pound) and includes container weight.  A properly completed waste shipment manifest must accompany each load.  Friable ACM must be packaged and transported in accordance with state and federal regulations.
 
ASPHALT/ROOFING MATERIAL
Dispose in the landfill as long as there is no asbestos in the roofing material and the asphalt is solidified.  Liquid asphalt is not permitted for disposal (contact a hazardous waste contractor).
 
BATTERIES
Household (Alkaline, Nickel cadmium, etc) are to be placed in designated containers at landfills and transfer facilities.  The Borough manages the household batteries through the hazardous waste program.

Vehicle/Equipment (Lead-acid) batteries are to be placed in designated plastic totes at landfill and transfer facilities, no more than 10 batteries per year per person or business.

Cell Phone (NiCad) batteries.  Check with cell phone suppliers, they may accept spent batteries or place in containers for household batteries.

Carbon Air must be disposed through the Boroughs hazardous waste program.
 
BURN BARREL ASH
Place in designated area of landfill or in transfer facility bulky bin (small quantities only).  Ash must be cold.
 
CONTAMINATED SOIL
No soils, contaminated or uncontaminated, are accepted at any solid waste facility for disposal unless prior approval from the KPB Solid Waste Director has been received. 
 
CREOSOTE COVERED MATERIALS
Telephone poles and railroad ties are accepted at the landfills.  
 
DRUMS
Drums/containers need to be empty and crushed or have one end cut out so they can be inspected to assure there is no residual material in the drum.
 
EXIT SIGNS
May be disposed in landfill/transfer facility if sign does not contain radioactive material.  Check sign labels for disposal guidance.

ELECTRONICS
Can be landfilled but collection events are held periodically throughout the year in an attempt to divert.
 
FIRE EXTINGUISHERS
All pressure must be released and the unit must be checked to verify that contents are removed - prefer valve removed.
 
FIRE EXTINGUISHING AGENT
An MSDS for the material must be reviewed by the Solid Waste Department for appropriateness prior to approval.
 
FLUORESCENT LIGHT BALLASTS
If marked "No PCB" it can be disposed in the normal waste stream.   Contact a hazardous waste contractor for all others.
 
FLUORESCENT LIGHT BULBS/MERCURY CONTAINING LAMPS
Includes fluorescent and HID (high intensity discharge) bulbs.  Households and small businesses may bring up to 10 bulbs per month to the CPL for disposal.  Larger quantities must be disposed through the hazardous waste program.  
 
INCINERATOR ASH
Disposers must submit a letter identifying quantity, process description with information on how it was generated, and analytical data profiling waste.  Disposal needs to be coordinated directly with the landfill.
 
KITCHEN GREASE
Kitchen grease must be disposed at the landfill.   Ask attendant or operator for disposal instructions.  Disposal of kitchen grease at transfer sites or facilities is prohibited.
 
LINERS
Must be free of residual soil, no hydrocarbon odor and cut or folded in manageable size pieces prior to disposal. 
 
LIQUID WASTE
Liquids are not permitted for disposal in any solid waste facility.
 
MEDICAL WASTE
IV bags and syringes with no needles are okay from households if quantity is less than 1 gallon.  Unused drugs must be disposed directly in the landfill, unless they contain radioactive contents.  Contact local hospital or medical facility for disposal of all other medical waste.
 
OIL CONTAINERS
Containers that previously contained used oil need to be drained/emptied of all liquid and disposed with other general refuse.
 
OIL FILTERS
Disposers can place up to 4 filters per month in designated containers at the landfill or transfer facilities.   Larger quantities must be managed through the hazardous waste program.
 
PAINT CANS
Similar paint types should be consolidated and disposed through the hazardous waste program.  Paint cans free of liquids can be thrown away as solid waste in the landfill.
 
PROPANE TANKS/COMPRESSED GAS CYLINDERS
May be disposed in landfill or bulky bins if  completely empty and pressure valves removed.  
 
SMOKE DETECTORS
Return to manufacturer if directed in instructions.  If there are no instructions, remove batteries and dispose with garbage.
 
TANKS
Tanks need to be cleaned of any residual material.  Tanks under 500 gallons must have one end cut out or an opening adequate so the interior can be inspected prior to disposal.  Large tanks need to be cut into manageable size pieces (6X6 or less).  Cutting is not permitted on landfill property.
 
USED MOTOR OIL
10 gallons per day  - up to 25 gallons per month of uncontaminated oil can be disposed at designated facilities.  Oil containing water, fuel, solvent, etc. must be disposed through the hazardous waste program.

JUNK AND ABANDONED VEHICLE COLLECTION

The Road Service area continues to utilize a portion of their budget each year to continue this work on an as-needed basis, mainly removing vehicles in Borough road right-of-ways impeding maintenance.

The Solid Waste Department continues to accept junk vehicles during operating hours at Central Peninsula Landfill, Homer Baling/Landfill Facility and Seward Transfer Facility. The Borough contracts with a company to come onsite and crush, load and haul vehicles away.

Effective January 2012, the user fee is $10.00 per vehicle.  Disposal is limited to five vehicles from one location or project unless approved otherwise by the Borough.

Disposers must prepare vehicles for disposal by removing all oil, fuel, fluids, batteries, trash, mercury switches and gas tanks (must have at least a 4" hole for visual inspection).

Disposer must comply with a Kenai Peninsula Borough Vehicle Disposal Guideline Checklist Form. A  Vehicle Disposal Guidelines  checklist may be obtained on this web page, the landfills or from the Solid Waste Department.

Disposers must complete and provide a Notice of Acquisition and Intent to Dismantle or Junk Form (page 2) at the time of disposal for each vehicle being disposed. The form may be obtained on this web page, the landfills or from the Solid Waste Department.
