The Seward-Bear Creek Flood Service Area, a service area of the Kenai Peninsula Borough, was created in 2003 to provide flood planning and mitigation services to the Seward-Bear Creek community. The SBCFSA Board of Directors is comprised of elected residents of the service area. The Board is tasked to determine flood planning needs and to advise and facilitate flood hazard reduction measures. The Service Area works in cooperation with the City of Seward, Borough departments, and various state and federal agencies to achieve watershed-wide goals.


Salmon Creek Revetment Project 2018

The Kenai Peninsula Borough, on behalf of the Seward/ Bear Creek Flood Service Area, and the U.S. Army Corps of Engineers, Alaska District is notifying the public that construction has begun on the Salmon Creek 205 Revetment project.

Heavy commercial vehicle traffic will begin on or around Thursday, February 22, 2018. Trucks and heavy equipment will use the route from Bear Lake Road to Tiehacker Road to Orlander Avenue to Vogle Place to Romack Court from 8:00 am to 2:30 pm and 3:30 pm to 9:00 pm. The route will not be used during school bus hours.

Please be cautious of vehicles on the road and aware of heavy equipment and construction activities when using the area during this time frame. 

The Salmon Creek Revetment is an armored flood control project on the right bank of upper Salmon Creek near Seward, Alaska. The project is being designed and constructed under the U.S. Army Corps of Engineers Continuing Authorities Program Section 205 – Flood Risk Management authority.

The project will construct a 1,675-foot-long revetment with upgrades to the existing trail and a parking area at the end of Romack Court. Construction activities will include mobilizing heavy equipment, clearing and grubbing a cul-de-sac at the end of Romack Court and improving the access road, and hauling in armor rock. Construction activities are expect to be completed June 13, 2018.
