The Kenai Peninsula Borough (KPB) recognizes the importance of planning for special needs populations in times of emergency/disasters. These populations include individuals with needs that require daily assistance and who would be adversely affected by the interruption of services such as utilities, transportation, or daily professional care. The KPB and local city emergency plans and emergency services organizations have identified groups to be considered special populations for the purposes of emergency management planning including:

Children and Schools/Daycare Facilities
• People with Access and Functional Needs
• Correctional Facilities
• Seasonal Camps/Tourists
• Non-English speaking populations

As populations residing in the Borough at the time of an emergency or disaster, each of these groups poses a unique set of challenges for first responders and emergency management personnel. Regardless of the nature of the incident, of primary concern are the Alert/Warning, Evacuation, and Sheltering of these special needs groups.  

Ensuring you have a good plan in place will be crucial especially if evacuations and/or emergency sheltering is required. Supplies such as oxygen, pharmaceuticals, wheel chairs are all limited in the Kenai Peninsla Borough.

The Kenai Peninsula Borough has developed Annex 3 to the Emergency Operations Plan that is specific to the population that has special needs especially during a disaster.

This guide outlines commonsense measures individuals with disabilities, and others with access and functional needs, and the people who assist and support them can take to start preparing for emergencies before they happen.

 

The Kenai Peninsula Borough will be testing the KPB Alerts system on Wednesday April 15 between 11:00 am and 2:00pm.

 

This test is an important aspect of the system, and allows the Borough and vendor to determine if recent improvements to the system have been successful.  The objective is to deliver notifications as rapidly as possible without overloading local infrastructure.

The KPB Alerts system was put in place following the January 2018 tsunami warning, as deficiencies were identified in the previous notification system.  Residents of the Borough can register their address and phone number(s) online at http://alerts.kpb.us to receive alerts.  Alerts are sent via phone call and text message, and are also posted under KPB Alerts on Facebook and Twitter.

 

 

 

Q:  Is my information secure?
A:  Yes, your contact information is stored securely and is only used for the purposes of emergency alerting.  The system uses all standard security safeguards to ensure that your information is not accessible by unauthorized persons, and is not shared with any other entity or agency.

Q:  When will I get alerts?
A:  
Alerts are sent only during urgent situations that may require immediate action to stay safe.  Examples of alerts would be during tsunami warnings, evacuation notices, law enforcement activity, wildfires, missing persons, or any situation where it is essential to get information out quickly.

Q:  What if I already registered my number in the old system?

A:  If your number was previously registered in the Rapid Notify system with a valid address, it was transferred to KPB Alerts.  To ensure you receive alerts, we recommend re-registering to ensure your address is correct.  The system will not contact you twice if there are multiple entries from both systems.

Q:  What is Code Red?
A:  Code Red, a product by a company named OnSolve, is the current vendor for KPB Alerts.  This company manages the technology that actually makes the phone calls and texts messages when an alert is sent.  The terms KPB Alerts and Code Red can be used interchangably.

Q:  How will I receive alerts?
A:  Alerts are sent using telephone calls, text messages, and are posted on social media.  Notifications from the system will show the caller ID of 866-419-5000 and texts will come from 76993.  We recommend programming these numbers into your phone as KPB Alerts.

Q:  If I have a landline phone, do I have to register those numbers as well?
A:  Landline phone numbers are already registered in the system, so only cellular phone numbers need to be manually registered on this page.

The Pollard subdivision and Funny River Road area (Milepost 7 to the end, including Salmon Run Drive vicinity) have evacuation advisories in effect.  This advisory is due to erratic fire behavior conditions that may trigger an evacuation notice or order within the next 12 to 24 hours.

5/25/14:  The advisories continue to be in effect.

There is no evacuation order at this time, only an advisory to be prepared.

If conditions change, an order to evacuate will be announced and instructions provided of where to go, or the warning will be canceled.

Please be prepared to leave immediately in the event an evacuation is initiated.

Residents should prepare now by having essential supplies such as medication and important papers, provisions for pets, and a plan for alternate shelter.

The purpose of the 2022 Kenai Peninula Borough Community Wildfire Protection Plan (CWPP) update is to

  • provide a peninsula-wide scale of wildfire risk and protection needs,
  • bring together all responsible wildfire management and suppression entities in the planning area to address identified needs, and
  • provide a framework for future planning and implementation of necessary mitigation measures.

The 2022 CWPP aims to assist in protecting human life and reducing property loss due to wildfire throughout the KPB. Of note, this 2022 updated plan is the first peninsula-wide CWPP, using the All Lands All Hands approach developed in collaboration with citizens, non-government, government and Tribal entities that regularly met as a core team throughout the project performance period. The plan is compiled from reports, documents, data and the original 17 community-level CWPPs produced between 2006 and 2009. All versions of the CWPPs have been developed in response to the federal Healthy Forests Restoration Act of 2003

ADDRESS VERIFICATION REQUEST for Kenai Peninsula Borough Residents

In an effort to provide emergency responders with the most current and correct address information we are asking for your cooperation.

The technology exists which presents the street (physical) address and phone number data immediately to the 911 operator.  The 911 operator is trained to confirm and verify the phone number and address for EVERY call received.  It is vitally important you accommodate their questions - if a dispatcher has to assume the information is correct, when in fact it's erroneous, delays could result when emergency vehicles respond to the wrong location.

Please submit the following form and we will verify that you have the correct address. 

We recommend that you post your street address near your telephone.  You may know it but someone else may need to call 911.  Educate your family about the importance of knowing your street address.

It is also recommended that you post your street address on your house, or if your house is not visible from the road, next to your driveway.  Reflective letters of at least three inches are preferred.  Do not assume that previously posted numbers are correct.  The Borough can provide you with a sign for a $20 fee.  Please complete the Sign and Address Number Request Form to request a sign.
